It's his birthday!  Billy Miller is turning 8.  So he blows out the candles on his birthday cake and of course, makes a wish.  Billy wishes something exciting happen and it's only a matter of ten minutes before the excitement begins... and the fire trucks and ambulance go rushing past his house.  Turns out his neighbor, Mr. Tooley, is being taken out on a stretcher.
